Tahanun is not said on Erev Shabbat and Erev Yom Tov. It is also not said on the following days: Rosh Hodesh, Hanukka, Tu BiShvat, the 14th and 15th of Adar I, Purim and Shushan Purim, Yom HaAtzma’ut, Lag BaOmer, Yom Yerushalayim, Tisha B’Av, Tu B’Av, and the preceding afternoons, the month of Nisan, the 14th of Iyar (Pesah Sheni), from Rosh Hodesh Sivan through the day after Shavuot (in Israel through 12th of Sivan), and from Erev Yom Kippur through the day after Simhat Torah (in Israel through Rosh Hodesh Marheshvan). Tahanun is also not said: on the occasion of a Brit Mila, either where the brit will take place or where the father, Sandak or Mohel are present; if a groom is present (and some say, a bride) on the day of his wedding or during the week of Sheva Berakhot; in a house of mourning.

English
Our God and God of our fathers, let our prayer come before You, and do not hide Yourself from our plea, for we are not so arrogant or obstinate as to say before You, LORD, our God and God of our fathers, we are righteous and have not sinned, for in truth, we and our fathers have sinned.

We have been guilty, we have acted treacherously, we have robbed, we have spoken slander. We have acted perversely, we have acted wickedly, we have acted presumptuously, we have been violent, we have framed lies. We have given bad advice, we have deceived, we have scorned, we have rebelled, we have provoked, we have turned away, we have committed iniquity, we have transgressed, we have persecuted, we have been obstinate. We have acted wickedly, we have corrupted, we have acted abominably, we have strayed, we have led others astray.

English
We have turned away from Your commandments and good laws, to no avail, for You are just in all that has befallen us, for You have acted faithfully while we have done wickedly.
